The Capacity Development Manual for Transport Institutions was developed to help transport institutions in low- and middle-income countries (LMICs) plan, implement and evaluate capacity development more systematically.

Building on the findings of the 2024 High Volume Transport Applied Research (HVT) study, the manual responds to persistent capacity gaps at the individual, organisational and societal levels. These gaps constrain institutions’ ability to deliver and sustain transformative, climate-aligned urban mobility initiatives.

The manual translates global best practice into practical frameworks, tools and actionable steps to address these challenges.
