HR & Operations Manager (f/m) -- Part-time

Part-time 50%. Cairo, Egypt.

Transport for Cairo (TfC) is seeking an HR and Operations Manager to join our team.

You would lead our shared services function across human resources, operations, finance administration, and compliance, enabling our core team to focus on project delivery. Reporting directly to the Director, and working with our external Accountant and teams across the practice, you will implement operational processes, administer HR and payroll, support our bookkeeping and tax compliance, and oversee contract administration and record keeping. Your work will drive the financial accuracy and operational efficiency that keep our project-based practice running.

Your Responsibilities 

Operational excellence and portfolio management

  • Implement and maintain efficient operational processes across the organisation.
  • Maintain quality-management process improvements.
  • Manage the financial aspects of project portfolio planning and resource allocation.

Human resource management

  • Implement HR policies and procedures.
  • Support recruitment and onboarding activities.
  • Perform personnel administration, including social security, employee contracts, medical insurance, contract renewals, and HR letters.
  • Foster a positive work environment and organisational culture.

Financial management and bookkeeping

  • Manage accounts receivable and payable, payroll, and petty cash.
  • Coordinate with the external accountant on journal entries and financial compliance.
  • Oversee tax filing processes and regular compliance checks.

Legal and compliance oversight

  • Ensure organisational adherence to Egyptian legal, regulatory, and tax requirements.
  • Manage contract administration and legal obligations.
  • Maintain document management and audit-ready records.

Role Requirements

  • Minimum seven to ten years of progressively responsible experience in finance, operations, and human resource management, with at least three to five years in a managerial role.
  • Extensive experience in financial management, operational excellence, and multi-team coordination.
  • Expertise in HR management, including recruitment, onboarding, and performance management.
  • Solid skills in compliance and contract administration.
  • Experience in Egyptian legal and tax compliance, contract management, and audit procedures is required.
  • Solid understanding of Egyptian labour laws and regulatory requirements.
  • Proficiency with QuickBooks Online (or equivalent), the Microsoft 365 suite (Excel, Word, PowerPoint, Teams, SharePoint), and project-management tools.
  • Highly developed analytical, problem-solving, and written and oral communication skills.
  • Ability to manage multiple priorities and meet competing deadlines in a project-based environment.
  • A Bachelor’s degree in finance, business administration, or a related field. Professional certifications (CPA, CFA, PMP, or equivalent) would be an advantage but are not required. Training in ISO 9001 and ISO 20700 is an advantage.
  • Fluency in English required; fluency in Arabic is a strong advantage.
