Capacity Building for Transport Transformation

In the 4th edition of the Global Status Report on Transport, Climate and Sustainability by the SLOCAT Parntership on Sustainable, Low Carbon Transport, Transport for Cairo (TfC) prepared the spotlight chapter on capacity building.

The lack of sustainable transport and mobility in existing educational programmes has been identified as a key capacity gap by 20+ transport institutions worldwide in a previous study conducted on behalf of the Transformative Urban Mobility Initiative (TUMI).

Therefore, the GSR chapter provides an overview of joint efforts by international development actors and academic partners to address this gap: From university-level degrees and curriculum development, to mid-term specialised executive and graduate diploma programmes, to short-term certified courses.

These efforts aim to support transport institutions in attaining the needed knowledge and skills for achieving sustainability goals and targets for urban mobility and the freight sector are introduced.

The chapter also warns of brain drain, and discusses possible solutions:

  • Locally, by embedding capacity needs assessments and continued professional development within transport institutions, and
  • Globally, by launching a global scholarship programme for sustainable mobility programmes and establishing stronger academic collaboration between universities in the Global North and the Global South.
